In light of the worsening humanitarian and social conditions in the region due to the escalation of security operations, the Middle East Council of Churches presents a weekly report entitled "Palestine Monitor," which includes the latest developments in Palestine, especially amid the deteriorating living, social, and security conditions in the country. Some texts will be in Arabic, and some others in English, depending on the source.
في ظلّ تفاقم الظروف الإنسانيّة والاجتماعيّة في المنطقة جرّاء تصاعد العمليّات الأمنيّة فيها، يقدّم مجلس كنائس الشرق الأوسط تقريرًا أسبوعيًّا بعنوان "مرصد فلسطين" حيث يتضمّن آخر المستجدّات الّتي تشهدها فلسطين خصوصًا وسط تدهور الظروف المعيشيّة والاجتماعيّة والأمنيّة في البلاد. ستكون بعض النصوص باللغة العربية، وبعضها الآخر باللّغة الإنكليزيّة، وذلك حسب المصدر.

“The Latin Patriarch of Jerusalem His Beatitude Patriarch Cardinal Pierbattista Pizzaballa speaks about October 7, his visits to the Gaza Strip, the 'Board of Peace', the two-state solution, and the situation of Christians in the Holy Land.
After what has happened and is still happening in Gaza, ‘it is difficult to see a short-term solution’ between [Israelis] and Palestinians, Cardinal Pierbattista Pizzaballa, Latin Patriarch of Jerusalem, has said.
The Patriarch was speaking during an event organized by the National Committee for the 800th Anniversary of the Death of St. Francis, at the Church of San Francesco a Ripa in Rome on Friday, January 6, 2026.
‘The wounds are still deep, people are disoriented, with weak leadership. There is no clear vision of the future, of the other being beside you and, in some way, within you,’ he continued. ‘Neither side wants to hear about the other: the relationship has broken down, and this is the first point to consider and from which to begin.’
October 7 and the war in Gaza: “unprecedented events”
October 7 and the war that followed ‘were unprecedented events,’ the Cardinal said. ‘We ourselves did not immediately grasp the magnitude of what had happened with Hamas’ attack and, subsequently, what was about to unfold with the response of the IDF,’ he explained, responding to questions by Maria Gianniti, Jerusalem correspondent for Italy’s national public broadcasting service, RAI.
‘We thought there would be a retaliation, like many others that had occurred before, but instead all the parameters we knew collapsed,’ he stressed.
Doubts about the 'Board of Peace'
In response to a question about Trump administration's 'Board of Peace' project, the Patriarch expressed his concern about any initiative that appears to be primarily aimed at protecting the interests of the major powers, without real recognition of the Palestinian people and their rights.
The need for concrete actions
‘Peace and reconciliation are beautiful concepts, but they risk remaining mere slogans if they are not accompanied today by concrete actions, gestures, and testimonies that physically demonstrate the possibility of rebuilding trust,’ the Cardinal continued.[1]
According to reliefweb.in and based on the reports of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), the situation in Gaza is highlighted as the following points:
Airstrikes, shelling and gunfire continue across Gaza, causing casualties and exposing civilians, including aid workers and medical teams, to deadly risks.
Rafah Crossing reopened for limited movement of people for the first time in nearly 11 months, enabling further medical evacuations and returns to Gaza, amid reports of ill-treatment of returnees during transit.
Shelter conditions remain dire for most displaced people, pushing some to stay in unsafe locations or search rubble for essentials, while children remain exposed to explosive ordnance and older people face heightened health risks and challenges accessing care and assistance.
Access to water and sanitation facilities has improved since the ceasefire agreement, but water quality remains unsafe, contributing to rising cases of diarrhoea and hepatitis A, particularly among children.
Winter weather and transit delays have led to significant spoilage of food commodities before and during entry into Gaza, while partners work to safely dispose of damaged goods amid constrained storage and landfill capacity in the Strip.[2]
The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) indicated in one of its latest reports the following:
“Fatalities and injuries
Between 7 October 2023 and 4 February 2026, according to the Ministry of Health (MoH), as reported by OCHA, 71,824 Palestinians were killed in the Gaza Strip and another 171,608 injured.
UNRWA has recorded 390 colleagues killed in Gaza since the start of the war (309 UNRWA personnel, in addition to 81 persons who were supporting UNRWA activities), as of 27 January 2026.
Health crisis
On 7 February, UNRWA teams started the seasonal influenza vaccination for 2026 across six UNRWA health clinics and medical points in all areas. Vaccination efforts will prioritise elderly people and patients with diabetes, as well as pregnant women, and address the recent rise in cases of acute respiratory infections.
The Nutrition Cluster warns that modest improvements in access are inadequate relative to the scale and severity of needs. According to successive IPC Acute Malnutrition analyses, Gaza City remains in Critical (Phase 4) through April, while Deir al-Balah and Khan Younis are expected to remain categorised as Serious (Phase 3) until mid-April.
Education crisis
As stated in a report published by University of Cambridge and Centre for Lebanese Studies in January 2026, attacks on education continue to affect the lives of children and teachers in Gaza in multiple ways including physical damage to school infrastructure, threats to education progress, as well as the impact on teachers and counsellors who carry the dual burden of supporting students while navigating their own exposure to loss and insecurity.
Displacement, Site management
UNRWA continues to monitor the movement of displaced persons and displacement sites. An estimated 73,000 displaced people are living in UNRWA collective emergency shelters and the surrounding areas, including in 83 displacement sites managed by the Agency.
Currently, 117 UNRWA facilities are located within the [Israeli-militarised] zone behind the so-called “Yellow Line” and in areas where access is subject to [Israeli] approval or coordination”.[3]

"شارك بطريرك القدس للاتين غبطة البطريرك الكاردينال بيرباتيستا بيتسابالا في لقاء عُقد في كنيسة القديس فرنسيس الكائنة في حي تراستيفيريه بروما في الذكرى المئوية الثامنة لوفاة قديس أسيزي. وخلال اللقاء أجاب غبطته على أسئلة مراسلة قناة الراي الإيطالية في القدس ماريا جانّيتي وأكد أن ترميم العلاقات بين ]الإسرائيليين[ والفلسطينيين يتطلب وقتًا، مشيرًا في الوقت نفسه إلى أن السلام لا يُبنى بواسطة الكلمات وحسب.
استهل البطريرك بيتسابالا حديثه قائلًا: ‘إنه من الصعب جداً أن يتم التوصل إلى حل للصراع في المستقبل القريب، خصوصا في ضوء ما يجري في قطاع غزة’. وأضاف أن ‘الجراحات ما تزال عميقة، ولا توجد نظرة واضحة للمستقبل، فيما يرفض الطرفان الحوار مع بعضهما البعض، وقد انقطعت العلاقة تماما بينهما ولا بد من الانطلاق من هذه النقطة’. بعدها أكد أن ‘اعتداءات السابع من تشرين الأول/ أكتوبر 2023 والحرب التي تلتها كانت أحداثًا لم تشهد المنطقة مثيلًا لها، وقد نسفت كل المعايير التي كانت قائمة لغاية ذلك التاريخ’.
ردًا على سؤال بشأن ما يُعرف بـ"مجلس السلام" عبر غبطته عن ارتباكه حيال أي مبادرة يمكن أن تهدف إلى حماية مصالح القوى العظمى في المنطقة دون أن تأخذ في عين الاعتبار حقوق الشعب الفلسطيني. وأضاف غبطة البطريرك بيتسابالا أن ‘السلام والمصالحة هما مفهومان رائعان لكن ثمة خطر أن يبقيا مجرد شعار أن لم ترافقهما خطوات ملموسة وشهادات تهدف في المقام الأول إلى إعادة بناء الثقة بين الطرفين’. وقال: ‘إن المهمة ليست سهلة، لكن لا بد من البدء في توفير فرص من اللقاء، وسياقات ثقافية واجتماعية تساعد الأشخاص على التفكير بطريقة مختلفة’. وأكد أن ‘الكلمات وحدها ليست كافية إذ ثمة حاجة إلى قيادات سياسية ودينية، من الجانبين، لديها رؤية ولا تبني نفوذها على الغضب والعطش إلى الانتقام’.[1]
على صعيد تربوي، أفاد موقع "قدس الإخباريّة" أنّ وكالة غوث وتشغيل اللاجئين الفلسطينيين (أونروا) أشارت إلى أنّ "نحو 90% من مدارس قطاع غزة تضررت أو دُمّرت جراء ]الحرب الإسرائيلية[ الأخيرة، في مشهد يعكس حجم الانهيار الذي أصاب المنظومة التعليمية في القطاع.
وأوضحت الوكالة، في بيان نشرته عبر منصة "أكس"، أن المدارس التي ما تزال قائمة تحولت إلى مراكز لإيواء النازحين، في ظل استمرار الأزمة الإنسانية، مشيرة إلى أن الأطفال يتلقون تعليمهم حاليًا عبر مساحات تعلم مؤقتة تديرها فرق الأونروا، أو من خلال التعليم الرقمي في ظل إمكانات محدودة.
وكشفت الأونروا أن جيش الاحتلال هدم مدرسة تابعة لها في جباليا باستخدام المتفجرات، وكانت تمثل آخر مبنى متبقٍ ضمن مجمع يضم ست مدارس. كما أكدت أن الاحتلال دمّر ثماني مدارس أخرى تابعة لها منذ يناير/كانون الثاني الماضي.
ورغم الدمار الواسع، أعلنت الوكالة إعادة افتتاح مركز البريج الصحي في 7 شباط/ فبراير الجاري، لاستئناف خدمات الرعاية الصحية الأولية في شرق المنطقة الوسطى من القطاع".[2]
إنسانيًّا، وبحسب موقع "قدس الإخباريّة"، "تقدر أكاديمية جنيف للقانون الدولي الإنساني وحقوق الإنسان، أن عدد شهداء ]الحرب الإسرائيلية[ على قطاع غزة، قد تجاوز 200 ألف شهيد، مستندة إلى معطيات تشير إلى تراجع عدد سكان القطاع بأكثر من 10 في المائة منذ تشرين الأول/ أكتوبر 2023.
وقال رئيس مشروع التركيز على القانون الدولي الإنساني في الأكاديمية، ستيوارت كيسي ماسلن، أن ‘هذا التراجع السكاني يعني فقدان نحو 200 ألف شخص، مؤكدا أن الأرقام المتداولة حتى الآن لا تعكس الحجم الكامل للخسائر البشرية’.
وأدلى ماسلن بهذه التصريحات في إطار تقرير مرصد النزاعات المسلحة "War Watch" الصادر عن الأكاديمية، والذي استعرض أوضاع قطاع غزة إلى جانب 23 نزاعًا مسلحًا شهدها العالم خلال الأشهر الثمانية عشر الماضية.
وأوضح ماسلن أن الوضع في غزة لا يزال "خطيرًا للغاية"، مضيفا: ‘نرحب بعدم تكرار الاشتباكات العنيفة التي سبقت وقف إطلاق النار العام الماضي، لكن هذا لا يعني أن معاناة الفلسطينيين في غزة قد انتهت’، مضيفا: ‘الجميع في غزة لا سيما الجرحى الذين يحتاجون إلى إجلاء آمن وعلاج مناسب يواجهون ظروفا مقلقة، الناس ما زالوا يموتون في غزة’.
وأكد ضرورة تكثيف المساعدات الإنسانية بشكل عاجل، لا سيما توفير الغذاء والمياه، إضافة إلى تأمين المأوى والحماية من الظروف الجوية القاسية وضمان الحصول على العلاج الطبي".[3]
من جهّة أخرى، ووفق موقع "الشرق الأوسط"، "لا تزال الأوضاع الإنسانية، والصحية تسيطر على ظروف وواقع حياة سكان قطاع غزة، رغم وقف إطلاق النار الذي دخل حيز التنفيذ في العاشر من تشرين الأول/ أكتوبر 2025، وسط خروقات، وتضييقات ]إسرائيلية[ متواصلة.
ولا تتوقف الجهات الحكومية في قطاع غزة، وكذلك المنظمات الإنسانية، والأممية، عن التحذير من واقع الحياة الصعب الذي يواجهه السكان.
وقالت وزارة الصحة بغزة أن: ‘ما تبقى من مستشفيات عاملة في قطاع غزة، والتي تُصارع من أجل استمرار تقديم الخدمة، أصبحت مجرد محطات انتظار قسرية لآلاف المرضى والجرحى الذين يواجهون مصيراً مجهولًا’.
وأضافت الوزارة في بيان لها أن ما تركته «الإبادة الصحية» من تأثيرات كارثية جعل من استمرار تقديم الرعاية الصحية معجزة يومية، وتحديًا كبيرًا أمام جهود التعافي، واستعادة العديد من الخدمات التخصصية، لافتة إلى أن «الأرصدة الصفرية من الأدوية والمستهلكات الطبية جعلت من أبسط المسكنات ترفًا لا يملكه من يواجهون الموت كل دقيقة»، مشيرةً إلى أن 46 في المائة من قائمة الأدوية الأساسية رصيدها صفر، و66 في المائة من المستهلكات الطبية رصيدها صفر، وكذلك 84 في المائة من المواد المخبرية وبنوك الدم.
وبينت أن خدمات السرطان، وأمراض الدم، والجراحة، والعمليات، والعناية المركزة، والرعاية الأولية في مقدمة الخدمات المتضررة بالأزمة، مشيرةً إلى أن ما يصل إلى مستشفيات القطاع من أدوية كميات محدودة لا يمكنها تلبية الاحتياج الفعلي لاستمرار تقديم الخدمة الصحية، مضيفةً: «إن إنقاذ الوضع الصحي في مستشفيات غزة لا يمكن أن يكون مع الحلول الإسعافية المؤقتة التي تُراكم التأثيرات الخطيرة»، مجددةً مناشدتها العاجلة والفورية إلى كافة الجهات المعنية بالتدخل لتعزيز الأرصدة الدوائية".[4]
